After the 9/11 2001 attacks at the World Trade Center, he supported the Emergency Mapping and Data Center (EMDC), mapping the area around Ground Zero as well as most of Manhattan south of Canal Street. He served as Geospatial Information Coordinator for the New York Metro Chapter of Infragard. He has worked with the Department of Homeland Security (DHS), New York Police Department (NYPD), FBI, Los Angeles Sheriff’s Department (LASD), the Lower Manhattan Security Initiative, and the Business Emergency Operations Center (BEOC) Alliance in New Jersey. His eclectic career has had him functioned as program manager in New York City’s Department of Health and Mental Hygiene; co-developed and perform as the Executive Director of the Applied Science Foundation for Homeland Security; co-developed Adelphi University’s graduate degree in Emergency Management; created and performed as the first Commissioner for the Office of Emergency Management of Nassau County, New York. She managed mapping and geospatial information systems (GIS) projects at the Department of Environmental Protection (DEP), including mapping of the Citywide Water Main System, one of the earliest digital maps of this magnitude. This paved the way for digitizing the sewer system and finally for the development and implementation of the New York City basemap. She became DEP GIS Director shortly before the 9/11 attack on the World Trade Center. In response to 9/11 she managed a team of engineers and GIS experts—known as the Deep Infrastructure Group (DIG)—to map the infrastructure beneath the remains of the World Trade Center to enable first responders to navigate the site safely. Since retiring from government, she has served on the Board of Directors of GISMO, a grass roots GIS organization comprised of members from the public and private sectors and academia. She is a founding member of the New York Geospatial Catalysts (NY GeoCATS); with the mission of jump starting geospatial projects for the benefit of the citizens of NYC. Wendy is a ranking member of a New York University team developing and implementing a project, Unification for Underground Resilience Measures (UNUM) funded by the National Science Foundation.
